An EU Blue Card in a bottleneck profession requires <strong>EUR 45,934.20 a year<\/strong> instead of the standard <strong>EUR 50,700<\/strong>. That gap of nearly five thousand euros is the difference between an offer that qualifies and one that does not.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p class=\"wp-block-paragraph\">There is also something the old version of this guide got wrong, and most guides still do. Being on the bottleneck list is no longer what decides whether you can come to Germany with a vocational qualification. They are a fixed percentage of the pension insurance contribution ceiling, the <a href=\"https:\/\/www.bundesregierung.de\/breg-de\/aktuelles\/beitragsgemessungsgrenzen-2386514\" target=\"_blank\" rel=\"noreferrer noopener\">Beitragsbemessungsgrenze<\/a>, which for 2026 is <strong>EUR 101,400 a year<\/strong>. The Blue Card thresholds are 50 per cent of it, and 45.3 per cent for bottleneck professions and recent graduates. The thresholds rise every January, because the ceiling does, so an offer that clears the bar in November may not clear it in February. And the bottleneck rate is the same rate offered to anyone who graduated in the last three years, so a recent graduate in a non shortage field is treated as generously as an experienced worker in a shortage one.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where a bottleneck profession is paid between the two figures, the Federal Employment Agency has to sign off that your pay and conditions match what a comparable German employee would get. That is a check on the employer rather than on you, but it adds time, so ask whether your employer has done it before.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_the_list_no_longer_decides\"><\/span><strong>What the list no longer decides<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Before November 2023, a worker with a vocational qualification rather than a degree could generally only take a job in a shortage occupation. That restriction is gone. The first stage of the reformed Skilled Immigration Act came into force that month, and a recognised vocational qualification of at least two years now lets you take <strong>any qualified job<\/strong> in Germany, whether or not the occupation is short of staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany bottleneck professions still matter, just not for the reason most guides give. So if you read somewhere that you have to be in one to move to Germany at all, that guide is describing the rules as they were three years ago. What the list still does:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Lowers the Blue Card salary threshold<\/strong>, as above. This is the big one.<\/li>\n\n\n\n<li><strong>Counts towards the Opportunity Card points<\/strong> if you are coming to look for work rather than with an offer in hand.<\/li>\n\n\n\n<li><strong>Tells you where the hiring actually is.<\/strong> Employers in bottleneck occupations are used to sponsoring, used to recognition paperwork, and slower to reject a foreign applicant on principle.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Which_professions_are_bottlenecks\"><\/span><strong>Which professions are bottlenecks<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The list is not a political choice. The <a href=\"https:\/\/statistik.arbeitsagentur.de\/DE\/Navigation\/Statistiken\/Interaktive-Statistiken\/Fachkraeftebedarf\/Fachkraefte-Engpassanalyse-Nav.html\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Employment Agency<\/a> runs an <em>Engpassanalyse<\/em>, a bottleneck analysis, that measures each occupation on vacancy duration, the ratio of vacancies to registered jobseekers, and how fast pay is rising. Occupations that fail those measures are classified as bottlenecks, and the classification is reviewed rather than fixed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The groups that consistently come out short:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th>Field<\/th><th>Roles that recur in the analysis<\/th><\/tr><\/thead><tbody><tr><td>Health and care<\/td><td>Nurses and specialist nurses, geriatric carers, doctors, midwives, physiotherapists, pharmacists, dentists<\/td><\/tr><tr><td>Skilled trades<\/td><td>Electricians and electrical installers, plumbing and heating technicians, welders, carpenters, metalworking trades<\/td><\/tr><tr><td>Engineering<\/td><td>Mechanical, electrical, automotive and civil engineering, architecture<\/td><\/tr><tr><td>IT<\/td><td>Software developers, systems analysts, database and network specialists, IT managers<\/td><\/tr><tr><td>Education and childcare<\/td><td>Early years educators, schoolteachers, special educational needs staff<\/td><\/tr><tr><td>Transport and logistics<\/td><td>Lorry drivers, logistics and supply chain specialists<\/td><\/tr><tr><td>Construction and energy<\/td><td>Civil engineering trades, renewable energy service technicians<\/td><\/tr><\/tbody><\/table><figcaption>Fields that recur in the Federal Employment Agency&#8217;s bottleneck analysis.<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">You will find articles quoting a precise count of bottleneck occupations. The figures going around for 2026 include 157, 163 and 183, none of them traceable to the Federal Employment Agency, which is a good reason to distrust all three. Check your own occupation against the Engpassanalyse rather than trusting a total, because the classification is by occupation code and a job title that sounds like yours may sit under a different code.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Recognition_is_the_real_bottleneck\"><\/span><strong>Recognition is the real bottleneck<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Almost everything above depends on Germany accepting that your qualification is equivalent to a German one. This is where applications stall, and it is worth starting months before you have an offer.<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Look your institution and qualification up in <a href=\"https:\/\/anabin.kmk.org\/anabin.html\" target=\"_blank\" rel=\"noreferrer noopener\">Anabin<\/a>, the official database of foreign qualifications. If your degree and university are both listed as recognised, you may need nothing further.<\/li>\n\n\n\n<li>If they are not, apply to the <a href=\"https:\/\/www.kmk.org\/zab\/central-office-for-foreign-education.html\" target=\"_blank\" rel=\"noreferrer noopener\">Central Office for Foreign Education (ZAB)<\/a> for a Statement of Comparability. It costs a fee and takes weeks, sometimes longer.<\/li>\n\n\n\n<li>For a regulated profession, nursing and medicine above all, recognition is handled by the individual federal state and comes with its own language requirement. Approval in one state does not automatically carry to another.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Language is the other half. The Blue Card itself has no German requirement, which surprises people, but regulated professions do, and so does most of the day to day of actually working in a German trade or ward. If you are early in the process, <a href=\"https:\/\/shortagejobs.com\/blog\/free-german-language-courses-for-work-visa-holders\/\">there are free German courses for work visa holders<\/a> worth using.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"If_you_do_not_have_a_job_offer_yet\"><\/span><strong>If you do not have a job offer yet<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Germany launched the <a href=\"https:\/\/www.bmi.bund.de\/SharedDocs\/pressemitteilungen\/EN\/2024\/05\/chancenkarte-feg.html\" target=\"_blank\" rel=\"noreferrer noopener\">Opportunity Card<\/a>, the <em>Chancenkarte<\/em>, on <strong>1 June 2024<\/strong>. It gives you up to twelve months in Germany to look for full time work, and there are two ways in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you are already a skilled worker in German legal terms, meaning you hold a German qualification or a recognised foreign equivalent, you qualify with no further test. If you do not, there is a points system, and you need <strong>6 points out of 10<\/strong>. Points come from your qualification, your work experience, your German and English, your age, and whether you have previously lived in Germany. Work experience in a bottleneck profession is one of the ways to reach the mark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Opportunity Card is not the only route in without an offer. The <a href=\"https:\/\/shortagejobs.com\/blog\/how-to-get-the-job-seekers-visa-in-germany\/\">German job seeker visa<\/a> covers similar ground for people who already hold a recognised qualification, and the <a href=\"https:\/\/shortagejobs.com\/blog\/what-is-the-eu-blue-card\/\">EU Blue Card<\/a> is worth understanding in general terms before you choose, because it is portable across most of the EU in a way a national permit is not.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_to_do_next\"><\/span><strong>What to do next<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Find your occupation code in the bottleneck analysis, not your job title.<\/li>\n\n\n\n<li>Check Anabin for your qualification, and start a ZAB application if it is not listed.<\/li>\n\n\n\n<li>Work out which threshold applies to you, EUR 45,934.20 or EUR 50,700, and treat it as the floor when you negotiate.<\/li>\n\n\n\n<li>If you have no offer yet, score yourself against the Opportunity Card points before you pay for anything.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">When you are ready to look at actual vacancies, <a href=\"https:\/\/shortagejobs.com\/jobs\">search shortage jobs with visa sponsorship on our job board<\/a>. The Blue Card thresholds shown are those in force from 1 January 2026, derived from a contribution ceiling of EUR 101,400.
