The <strong>Employment Permit System<\/strong> runs <strong>government to government<\/strong>. Korea signs agreements with a defined list of sending countries, and candidates enter the process through <strong>their own country&#8217;s designated agency<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three consequences, and each of them is worth knowing before you speak to anybody:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Your nationality decides whether the route exists for you.<\/strong> If your country has no agreement with Korea, there is no E-9 to apply for, and nobody can create one.<\/li>\n\n\n\n<li><strong>A Korean language test is the real gate.<\/strong> Results feed the roster that Korean employers select from, so this is where the competition actually happens.<\/li>\n\n\n\n<li><strong>Selection is out of private hands.<\/strong> An agent cannot move you up a government roster, so a placement fee buys nothing.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">That makes this unusually clear-cut. In most immigration frauds you are arguing about whether a service is worth its price. Here, <strong>any fee charged to you for an E-9 placement is a fraud<\/strong>, because the thing being sold is not the seller&#8217;s to sell. More warning signs in <a href=\"https:\/\/shortagejobs.com\/blog\/what-is-visa-sponsorship\/\">what visa sponsorship is<\/a> and <a href=\"https:\/\/shortagejobs.com\/blog\/jobs-abroad-no-experience-2026\/\">what really exists with no experience<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_the_E-9_is_and_is_not\"><\/span><strong>What the E-9 is, and is not<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th><\/th><th>The E-9<\/th><\/tr><\/thead><tbody><tr><td>What it needs from you<\/td><td>No degree, no career history. A Korean language test result, and selection through your country&#8217;s designated agency<\/td><\/tr><tr><td>Scale<\/td><td><strong>80,000 places for 2026<\/strong><\/td><\/tr><tr><td>Sectors<\/td><td>Manufacturing, construction, agriculture, fisheries and other designated industries<\/td><\/tr><tr><td>The limitation<\/td><td>Non-professional status, tied to designated employment, and it does not itself lead to residence<\/td><\/tr><tr><td>Why it still matters<\/td><td><strong>It is the entry point to the E-7-4<\/strong>, which does lead somewhere<\/td><\/tr><\/tbody><\/table><figcaption>The E-9 non-professional employment visa in outline.<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">That last row is the reason to take it seriously rather than as a few years of remittances.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Where_it_leads_the_E-7-4\"><\/span><strong>Where it leads: the E-7-4<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">After <strong>four or more years<\/strong> on an E-9, an E-10 crew employment visa or an H-2 visit employment visa, you can apply for the <strong>E-7-4<\/strong> skilled worker visa. The 2026 quota is at an <strong>all-time high of 33,000<\/strong>, so this is being expanded rather than rationed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is scored, and the scoring tells you exactly what to optimise. The threshold is typically <strong>60 points<\/strong>, built from salary, tenure, certifications and Korean ability:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>You need an average annual income of at least <strong>KRW 25 million<\/strong> over the previous two years.<\/li>\n\n\n\n<li><strong>Employer recommendation is worth 50 points.<\/strong> Most of the threshold, in the gift of one company.<\/li>\n\n\n\n<li>Applicants aged <strong>27 to 33<\/strong> score highest.<\/li>\n\n\n\n<li>There are <strong>bonus points for working in depopulation areas<\/strong>, which is Korea directing labour where it is most needed.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Read that employer recommendation figure again, because it is the real risk in the Korean ladder and it is knowable in advance. Fifty of the sixty points you need can come from the goodwill of the company you work for. That is a great deal of leverage in one place, and it should shape which employer you accept and how you conduct yourself over four years, not be discovered in year five.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tiers above it are covered in <a href=\"https:\/\/shortagejobs.com\/blog\/a-guide-to-south-koreas-f-visa-options\/\">Korea&#8217;s F visa options<\/a>, which sets out the F-2 and F-5 routes to residence, and the policy direction in <a href=\"https:\/\/shortagejobs.com\/blog\/how-south-korea-is-easing-visas-to-address-talent-gaps\/\">how Korea is easing its visa rules<\/a>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Korea_or_Japan\"><\/span><strong>Korea or Japan<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If you are choosing between the two Asian systems, the difference is structural rather than a matter of preference. <strong>Japan lets you enter at the skilled tier from abroad<\/strong>: pass a skills test and a language test at home and you arrive eligible. <strong>Korea&#8217;s skilled visa is a promotion<\/strong> you earn after about four years inside the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither is better in the abstract. Japan suits someone who can study for a year before moving; Korea suits someone who needs to be earning sooner and can commit to a longer runway.
