class="ez-toc-section-end">

The Blue Card is for graduates with an offer. Germany sets the salary floor as a fixed share of the pension insurance contribution ceiling, which is EUR 101,400 for 2026, so you can check the arithmetic yourself:

Route

2026 minimum

Share of the ceiling

Standard

EUR 50,700

50%

Shortage occupation

EUR 45,934.20

45.3%

New entrant, graduated within 3 years

EUR 45,934.20

45.3%

German EU Blue Card salary minimums, effective 1 January 2026.

Two consequences worth planning around. These figures rise every January because the ceiling does, so an offer negotiated in November may not clear the bar in February. And the reduced threshold is worth establishing eligibility for, because the gap between the two is nearly five thousand euros of salary you may not need to negotiate for. Our guide to Germany’s bottleneck professions covers which occupations qualify, and what the EU Blue Card is covers the route in general.

The Opportunity Card, and the part people miss

The Opportunity Card launched on 1 June 2024 and gives you twelve months in Germany to look for work. There are two ways in, and the first is much easier than the reputation of this route suggests.

If you are already a recognised skilled worker

You need no points at all. If you hold a German qualification, or a foreign one that has been formally recognised as equivalent, you are eligible outright. Most coverage of this card leads with the points test and buries this, which sends people into a scoring exercise they do not need to sit.

If you are not, the points test

You need 6 points out of 10, plus a baseline:

A recognised degree or vocational qualification.

A1 German or B2 English. Either, not both.

Proof you can support yourself: about EUR 1,091 a month, which is EUR 13,092 for the year, for 2026.

The points themselves come from your qualification, your work experience, your language level and your age. Reported values put three years of experience at 2 points, German at B1 at 2 points and B2 or better at 3, with further points for being under 35. Treat those as indicative and check your own case, but note where the leverage is: language is the fastest points you can buy, and it is the only one of the four you can change this year.

The trade-off nobody states plainly

The Opportunity Card costs you money and buys you access. You must fund a year in Germany with no guaranteed income, and if you do not find a qualifying job in that time you go home. What you get for that risk is the thing that is genuinely hard to do from abroad: being in the country, interviewing in person, and being a candidate an employer can meet.

The Blue Card costs you nothing speculative and requires you to have already solved the hard part. If you can get an offer from outside Germany, take it and skip the year.

Which is why the sequencing question matters more than the comparison. Try for the offer first. Use the Opportunity Card if that fails, not instead of trying.

One route people forget

Since November 2023, a recognised vocational qualification of at least two years opens any qualified job in Germany, not only a shortage occupation. That means a non-graduate with a trade behind them has a route that neither of these cards describes, and it does not require a degree at all. See work visas that do not require a degree.

There is also the older German job seeker visa, which the Opportunity Card has largely superseded but which still appears in a lot of advice, and the salary rules for the skilled worker route if your situation is neither of the two above.

What to do next

Work out whether your qualification is already recognised. That single answer decides which of the two routes is even open.

If it is, and you have an offer, go straight for the Blue Card and check whether your occupation qualifies for the reduced threshold.

If it is, and you do not have an offer, the Opportunity Card needs no points from you.
